Rue - because she was adorable first off. Second, she was the youngest but she was able to survive a long time past the others. She was a smart kid.
Finnick - I don't have time to type out all the reasons. Just, He's PERFECT.
Johanna - Johanna was funny. She was. She is strong and brave and amazing.
Clove - Yes. She was kinda psycho. But she was a total BADASS!
Senneca Crane's beard - Just.... reasons.
